Policy, Projects & Strategic Lead

About the Role
The Policy, Projects & Strategic Lead is responsible for leading the development of culturally-informed organisational policy, governance, strategic projects, quality improvement and organisational compliance across Langford Aboriginal Association (LAA) an Aboriginal Community Controlled Organisation (ACCO).
 
The position provides strategic leadership to strengthen organisational systems, governance, funding sustainability and continuous improvement by developing high-quality policies and procedures, leading major organisational projects, coordinating grant and tender submissions, managing government reporting obligations, supporting Board governance and driving national and state accreditation initiatives.
 
Working closely with the Chief Executive Officer, Chief Operating Officer and senior leadership team, the role ensures LAA remains culturally strong, strategically positioned and compliant with legislative, funding and quality requirements while supporting innovation and organisational growth.
 
Key features of the role include but are not limited to:

• Governance, Policy & Procedures: Lead the development, review and implementation of organisational policies and procedures including governance frameworks, templates and organisational documentation.
• Strategic Projects: Lead strategic projects that support the growth, sustainability and continuous improvement of LAA.
• Grants, Tenders & Funding: Lead the development and coordination of grant applications, tenders, Expressions of Interest and funding proposals.
• Government Reporting & Strategic Writing: Prepare executive-quality reports, Board papers, strategic plans, discussion papers and government submissions and coordinate funding acquittals, progress reports and organisational reporting requirements.
• Quality Assurance & Accreditation: Lead the coordination, monitoring and continuous improvement of organisational quality systems and accreditation.
• Strategic Development, Evidence & Sector Engagement Monitor, analyse and inform strategy related to emerging government policy, legislation, sector reforms and funding priorities. Identify opportunities and risks and develop business cases, policy papers, submissions and strategic advice for the Executive and Board.
• Executive & Organisational Support to the CEO and COO.

About The Business
Langford Aboriginal Association (LAA) has a long history in Boorloo (Perth) and since its inception has provided a range of well regarded community services to the local region. LAA is currently embarking upon a significant growth and organisational development strategy that will see the business transform over the coming 12-24 months. Since the commencement of the new CEO at the beginning of the year much has already been achieved including expanding programs across Aboriginal family wellbeing, healing and early intervention and launching significant new initiatives including Koyingkeriny Boodja-k (Healing on Country) and a dedicated Maar-kool wer Yarning Centre. The workforce is growing, governance and systems are being strengthened and a significant deepening of partnerships with Aboriginal communities, Elders, government and universities has already taken place. LAA is impacting well above it's weight and will continue to do so.
 
About You
This role is suited to a proactive, highly organised "do-er" who leads with integrity and thrives in dynamic environments, takes initiative and brings structure, consistency and follow-through to their work.
 
Suitable candidates will possess the following:
Qualifications & Experience

• Equivalent demonstrated experience or tertiary qualification in Social Policy, Social Work, Psychology, Human Services, Public Policy Business or Strategic Management, Law, Governance, Public Administration or Project Management

Demonstrated Experience

• Strategic project management.
• Policy and procedure development.
• Governance and organisational compliance.
• Grant and tender writing.

• Quality improvement and accreditation.
• Developing organisational frameworks.
• Working within government-funded services.
• Managing multiple concurrent strategic projects.
• Working with Aboriginal communities and culturally safe practice.

Technical Capability

• Exceptional written communication skills with demonstrated experience preparing policies, reports, grant applications, tenders, Board papers and government submissions.

• Project planning software
• Stakeholder engagement

Cultural Capability

• Understanding of Aboriginal cultural governance models and Closing the Gaps reform priorities
• Demonstrated understanding of working with Aboriginal communities
• Commitment to culturally safe, respectful and community-led practice including trauma-informed approaches.

Desirable Attributes

• Aboriginal and or Torres Strait Islander people are strongly encouraged to apply.
• Experience working within an Aboriginal Community Controlled Organisation (ACCO).
• Formal qualifications or certification in Project Management (e.g. PRINCE2, Agile or PMP).
• Experience coordinating accreditation, quality assurance or organisational compliance programs.
• Experience preparing successful Commonwealth, State or philanthropic grant applications.

Demonstrated understanding of Aboriginal cultural governance, self-determination and community-led practice.
 
Additional requirements:

• Working With Children Check
• National Police Clearance (or willingness to obtain)
• Hold a current and valid Western Australian C class motor driver's licence or equivalent
• Australian Citizenship or permanent resident of Australia
