This role includes occasional work outside normal business hours, weekend work, and travel.

The Ethnic Communities Council of Queensland (ECCQ) is seeking an experienced and passionate Mental Health Project Manager to establish and lead our innovative Bridging Minds Program from the ground up.

This is a unique opportunity to shape a new statewide initiative that supports interpreters, bilingual health workers, and mental health practitioners through capacity building, professional development, and workforce retention strategies. As a member of ECCQ's leadership team, you will drive meaningful change and contribute to improved mental health outcomes for culturally and linguistically diverse (CALD) communities across Queensland.

About the Role

Reporting to the General Manager, the Mental Health Project Manager will provide strategic leadership and oversight of the Bridging Minds Program, ensuring successful delivery against project objectives, milestones, budget requirements, and funding outcomes.

You will lead the development and implementation of innovative initiatives designed to strengthen the skills, resilience, and retention of interpreters and bilingual health workers working in mental health settings. In addition, you will provide leadership to the Bridging Minds Project Officer and work collaboratively with community members, service providers, government stakeholders, and project partners.

This role also contributes to ECCQ's multicultural mental health advocacy priorities by identifying emerging issues, opportunities, and sector trends to inform policy and advocacy activities.

Key Responsibilities
Strategic Program Leadership

• Lead the implementation of the Bridging Minds Program from inception through to delivery and evaluation.

• Manage project budgets, timelines, reporting requirements, and contractual obligations.

• Provide leadership, supervision, and support to the Bridging Minds Project Officer.

• Monitor program outcomes and ensure high-quality reporting to funders and stakeholders.

Stakeholder Engagement & Partnership Development

• Build and maintain strong relationships with interpreters, bilingual workers, mental health professionals, community leaders, service providers, and government agencies.

• Represent ECCQ at meetings, forums, consultations, and sector events.

• Facilitate collaboration between project partners and stakeholders to achieve project goals.

• Strengthen workforce development networks across employment, education, and mental health sectors.

Program Design & Innovation

• Lead co-design initiatives with interpreters, people with lived experience, and sector partners.

• Oversee development of professional development workshops, training programs, and online learning modules.

• Drive continuous improvement through evaluation, feedback, and evidence-informed practice.

Leadership & Organisational Contribution

• Foster a high-performing and collaborative team culture.

• Champion culturally responsive and inclusive practices.

• Contribute to ECCQ's strategic objectives as a member of the leadership team.

• Support multicultural mental health advocacy initiatives across the organisation.

About You

You are a strategic leader with exceptional stakeholder engagement skills and a passion for improving outcomes for multicultural communities.

You will bring:

Essential Requirements

• Tertiary qualifications in Social Services, Human Services, Community Services, Public Health, Education, Mental Health, or a related discipline.

• Demonstrated experience managing projects, programs, or services within the community, health, education, or social services sector.

• Strong understanding of the needs and challenges experienced by culturally and linguistically diverse communities.

• Proven ability to build partnerships and engage effectively with diverse stakeholders.

• Excellent written and verbal communication skills.

• Experience supervising staff and leading collaborative teams.

• Strong organisational, project management, and reporting skills.

• Advanced Microsoft Office skills and experience using digital platforms and online learning tools.

Desirable

• Public Health qualification with a mental health focus.

• Experience within multicultural, mental health, community services, or health sectors.

• Experience developing online learning content, workshops, or sector training initiatives.

• Understanding of mental health systems, workforce development, and service delivery environments.
