Role Description:
The Program Resource Planning Manager leads workforce planning, resource forecasting, and mobilisation activities to ensure the program has the capabilities and capacity required to achieve delivery objectives. The role provides workforce insights, manages resource risks, and develops workforce strategies in partnership with program leadership and key stakeholders.
Key Responsibilities
Lead workforce planning, forecasting, and resource demand modelling across the program. Develop and maintain workforce mobilisation, deployment, and demobilisation plans aligned to program milestones. Identify capability gaps, critical roles, resource constraints, and workforce risks, and implement mitigation strategies. Coordinate recruitment and workforce transition activities to meet current and future program needs. Develop workforce models and conduct capacity, demand, and scenario analyses to support decision-making. Analyse workforce data and performance trends, providing actionable insights and recommendations to leadership. Translate program objectives into workforce strategies and resource plans. Engage with program leaders, functional managers, and contractors to optimise workforce allocation and capability planning. Prepare workforce reports, dashboards, and metrics to support governance and performance monitoring. Ensure workforce planning processes, data integrity, and reporting comply with organisational standards and support continuous improvement.
Essential Requirements:
Bachelor's degree in Human Resources, Business Management, Workforce Planning, Project Management, Engineering, Commerce, or a related discipline. Demonstrated experience in workforce planning, resource management, organisational capability planning, or program delivery within complex environments. Strong analytical capability with experience interpreting workforce, capacity, and demand data to support strategic decision-making.
Desirable Requirements:
Qualifications in strategic workforce planning, organisational design, or people analytics. Experience within major infrastructure, engineering, defence, government, or large-scale transformation programs.
